WTF, we are too primitive to figure out the basics,,
Imagine starting a full scale war with a entity that can wipe us all out?

I say leave them viruses alone, and worry about the Middle East Desease instead!

the shortest answer is FDA approval, it takes years of study before they will approve of over the counter types of medications. But with genetics it may take years just to see what effects recoded/re-sequenced DNA will have on a subject (animal or human)
