what exactly are "scloos"?

If you mean "schools"... it's not totally up to him. It's all a function of the different local parsihes and the attendance...if there aren't enough students then they have to consolidate. Simple as that. As far as abortion...all he or any religious leader can do is voice his opinion, state the church's doctrine, and the rest is up to the people involved.
