Yes, you can. There is no minimum mileage. You have to itemize in order to deduct it. Its also one of the 2 percent deductiohns. It goes on form 2106 and then to your Schedule A line 20. Its a 2 percent deduction, which means that only the total amount of the 2 percent deductions (see form below) that exceed your taxable income can be deducted.
