It doesn't come back "darker and thicker", but it sure appears to.
When you shave, you're removing hair at an angle. When the hair starts to grow back, that angle is the first thing to show rather than the fine tip of longer hair. It's all an optical illusion.

it's not really darker and thicker. it's just when you shave, you're cutting the hair from the thickest part of it. so when it grows out, that's actually what's growing out, the thickest part of the hair you shaved.
