Try the following : do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. The 45 minute thing is not true, but don't over 60 minutes at a time.
Do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.

Recent studies have shown that any exercise that is good for cardiovascular health actually targets the belly fat over healthier depositions of fat which are necessary.
So the answer is: anything that will raise your heart rate and make you sweat. My preference is bicycling, as it is easier on the joints, and you get the psychological advantage of moving fast.

I suggest doing some exercises that get the legs moving, such as walking, jogging, running, swimming or bike riding. These exercises that really get your heart pumping will burn the weight off quickly. I like push ups, yoga stretches, pull ups, crunches, curl ups, leg stretches, calf raises, and squats as far as being good toning exercises that use no equipment and cost zero money to perform. I like taking some dumbbells and doing some easy bicep curls, military presses, and lateral raises. I think diet is important also and try to eat healthy home-cooked meals with lots of vegetables in them.

Take a broom stick, sit in a straight backed chair and place stick behind your head.
Bend your arms at the elbows at a 90 degree angle and hold the stick. Now turn to one side and then to the other keeping you back straight.
Do as many as you can without hurting your self. (remember when you feel pain, your body is telling you something, that you are hurting it and in hurting it you're injuring it.) Now in the same position with the stick lean forward and back up again repeat several times. Now sitting straight, bend to one side and the other, again keeping your back straight etc.
Now put the stick down and sit straight, pull/suck you tummy in as much as you can, hold then push your stomach out and pull in, push, pull, push, pull go faster and faster until your stomach clinches, rest. Now sitting firmly on your "sit bones" back straight, lean forward slightly, bend to the right, back, left, front making circle with your whole upper body. These movements should help you, but you must cut down on you calores as well, and if you attempt to touch your toes, DON'T accually touch them. Reach for a spot approx. a foot in front of you toes and aim for that spot. Trying to touch your toes will but your back out of allinement. I hope that I have helped you. And remember that you wedding day will be one of the most important days of you life. Don't spoil it by worry about your dress, make it fit you if you have too.
