You should specify what kind of solar panel.
To produce electricity or heath?
To produce electricity you better buy one.
To produce heath (hot water) there are lots of different solutions you can actually build and experiment by yourself.

The raw materials for building solar (photoelectric) panels include silicon, copper, various plastics, metal for a mounting frame (usually aluminum), and a non-conducting substrate on which the panel is built. Without having some fairly sophisticated machinery and knowledge, it is impossible to build efficient solar panels from raw materials.
However, solar panels that are commercially available are getting better all the time. I recommend checking the telephone directory where you live to find a dealer, or searching the WWW for information and dealers.
Panels should always be exposed as much as possible to direct sunlight in order to get the most power from them. A good solar dealer will help you plan your array.
