Any TV that says it can do 1080i resolution is Full HD. But the million dollar question is, "When will all programing be transmitted at 1080i? When you order HD programing, there are only a couple of channels that are HD 24/7 for example- HDNet or Discovery HD.

There are HD- capable sets, which still need an outside turner, a cable box for example. Then there are HD- ready set which have their own tuner. However, in most cases, you'll still need a cable box. Ubless you have a lot of off air broadcasting going on in your area.

All new TV sets of any type manufactured recently are required to have digital tuners by FFC rules (with some exceptions for small screen sizes). This does not mean they have to be HDTV tuners, but as far as I know, the digital tuner in all HDTV sets is HDTV capable. So, in effect, unless you but a set manufactured more than a year ago, it will be full HDTV, and "HDTV ready" is no more.
