A blue baby can be a couple of different things. If a child is born with Tetralogy of Fallot, a congenital heart disease, they tend to have a blueish tint due to lack of oxygen. This also applies to people who live in the "hills" of Kentucky or Appalachia for the same reason of lack of oxygen.

A blue baby is born from an RH factor Mom and Dad. The baby is not getting oxygen, and chances are his/her blood will have to be changed. They are normally born with a congenital heart problem. Some may require heart surgery at an early age.

A baby that has not breathed and thus oxygenated its blood, maybe after a difficult birth...could well be stillborn....
