You can do the food allergy testing at home. It does not cost any money and you do not need any supplies. I did this with my dog who ended up being allergic to chicken, lamb, liver, eggs, and wheat.
You should look for an allergy formula food like Natural Balance Venison and Brown Rice (they make 2 other allergy formulas), or Wellness Whitefish and Sweetpotao. These are both excellent foods that have a single source protein and a single source carbohydrate.
Feed your dog this food for 4 weeks with no other foods (treats or table scraps). At the beginning of week 5 feed your dog one new food item in addition to his regular food. Feed this item for 3 days. If your dog reacts you have a positive allergen. Stop feeding this item after the third day. Finish out the week. On day 1 of week 2 introduce another food item. Continue doing this with 1 new food item per week.
Keep the cat's food on a dresser or desk where the dog can not reach it.

Lamb and fish are best for dogs that suffer with allergies.
I would suggest that you feed your dog in the morning some lean lamb, you must take off all the fat, and in the evening some fish, like: trout, place, sole, or salmom. In the meantime, give it some softly boiled rice or softly boiled oats, or even mixed.
Avoid chicken, pork and beef!
On this diet, your dog will be fit as a fiddle. I am keeping on it my 16 years old dog Sophie, after the vet gave her 3 months to live 3 years ago, and she is in perfect shape for her age.
There is another thing you have to do, you have to add some vitamins and minerals, after the dog has eaten:
Buy a good quality multivitamin and mineral formula for adults and give your dog a third every other day.

First, move the cats food up on a counter or somewhere where the dog can't reach it.
A lot of dogs are allergic to chicken which may be why feeding your dog only chicken didn't help his allergies (my dog is allergic to beef and it makes his ears red and sore too). I would put him on one of Natural Balance's foods for allergies, they have 3 to choose from - Potato and Duck, Sweet Potato and Fish and Venison and Brown rice. Natural Balance is an excellent food, I would try either the Potato and Duck or the Sweet Potato and Fish ones (since you don't know if he's allergic to grains or not).

First of all, put the cat's food where he can't get it. Lots of dogs with skin and allergy problems do well on lamb and rice formula's. Some dog food companys even make duck and rice foods for dogs with allergies. Science diet also has prescription diets available to dogs that are severely allergic. You should discuss this with your vet.

well here is my quick sugguestion...your cat can climb...put your cat food some where out of your dogs reach...one person suggested the counter but i wouldn't like cat hair on my counter all the time...you may try to build a scratching post with the food at the top of the post (something stable if your dog is good size so your dog just doesn't knock it down)...that way you don;t even have to change your cats diet or your dogs

It sounds like your dog really needs to have this test if he is the mess that you describe him as. It sounds like you really love your dog, but unfortunately if you can't afford to take care of him the way I'm sure you would like to and know he deserves, maybe you should look into finding him a home, where he could receive the medical attention he deserves.

Look into Royal Canin's dog food, they have a veterinarian line of dog food, that addresses almost every possible problem. My dogs are on their breed specific foods and they are doing great. I have tried almost every dog food out there and put days of research into it, and I have found the most perfect food.
