Yup ..thts right. Thts how most Asians are brought up to do n its pretty a normal sight in Asian countries (well two i know anyways, Malaysia n Singapore) to hv a water hose attached to the toilet to allow washing. But in western countries there isn't any so we have to improvise. However, i thnk she shuld hv been more careful n not wet the floor. But, yeah u get the idea anyways

It is probably a cultural or religious thing. Some religions require the use of water when washing as it is consider more effective than toilet paper, is she asian as in chinese or japanese, or is she indian, if shes indian then its definately a cultural or religious thing, she probably prefers water to toilet paper. Just maybe tell her that you think the water on the floor is a waste and she should try to conserve abit more.

In south east asia it is called a 'lota,' where the 'o' is said like the 'aw' part of the word 'raw.' It is used for cleaning yourself after number 2's, which in my opinion is much more hygienic than using bog standard toilet paper.
When using public toilets in the west many people who would usually use the lota will use toilet paper as its quite inconvenient to have to arrange a container of water just before you go.
Finally, my personal preference is to use the lota followed by using a little toilet paper. You can save quite a bit if your on a tight budget!

Are you sure that is a spout and not a pipe? I mean, could this be a hookah?
Could she be smoking in there? Also, could she be smoking, then inverting the hookah and washing herself (hence water on floor)?
So many, many possibilities, such little time to investigate!
PS: As for your "whilst," it belongs here (US) as much as does that Asian spouted vessel or hookah. Drop the Briticisms.

I could be wrong and I wouldn't narrow it down to Asian but I know that it was considered dirty to use toilet paper by (male) colleagues who would use water instead.

She is washing herself instead of using paper - I had to do this in Nepal, and it is cleaner than you'd imagine, though my Western values still dictate that I'd rather use paper, even though water can actually get you far cleaner.

because she washes her butt when she's finished, that's how she's been raised. I've seen it on building sites with curdish concreters, they leave a bottle of water in the loo.
