Do you mean the iris is black or the hair around the eye? If it's the iris which is black, is the other eye blue? This happens occasionally and is called a 'wall eye'.

As I understand it, it simply means one eye blue, and one the normal colour, and doesn't affect the animal's sight.

Bi colored eyes are not too uncommon in dogs, they are often found in huskies and aussies. Some dogs can even have a 'marble' eye, with both colors in the same eye.
If the puppy is that young however, his eye color may change as he gets older.

I had a border collie who had one black ear rest of him was white because of long coat people thought dog had only one ear. No not unusual for one black eye

I would take him to the vet. You might wanan make sure that your dog isn't blind in the one eye!!!
