i think there are some cameras in your price range that will do what you want.

i don't know if you understand the conversion factors for digital camera lenses versus 35mm film lenses, but for a wide angle digital lens i would go with at least a 28mm equivalent in film camera terms.

Unfortunately, consumer level cameras typically do not have wide angle. The only model that I heard of is Kodak V705.
Panasonic Lumix cameras are often wider, but not truly wide angle.
If you want to stay within your budget, another option is to get a camera and wide angle conversion lens separately.
