Because the upward force the air creates within the bubbles is not enough force to push through the sticky gel like substance Germ-X is made of. (I can't believe I just answered this question! LOL)

For the same reason that the raisins in Raisin Bran don't sink to the bottom!

They probably spent a great deal of money making sure the products had a density that would support bubbles or raisins.

Or else the bubbles were an unwanted result of manufacturing, which they couldn't easily get rid of, so they call it a benefit and capitalize on it.

Either way, it's density.

The substance density of the "gel" used for Germ-X might be less than that of the air bubble, so they do not float nor sink. They may be neutral.

The Germ-X solution is too thick - it holds them down.
