The person who follows the 10 commandments but has no desire to do wrong or the person who wants to do bad but follows them anyway.

Both have their flaws. The first one is making no choice to do what is right. He is doing what comes naturally. The second one has the desire in his heart to do wrong, but can not bring himself to act upon it for his own pride.

The best person is the one who tries to do what is right, even in the midst of their errors.

The person who desires to do wrong so much, is probably possesed by a legion of demons. God did not create us to "desire" to do wrong! So maybe the person who who does no wrong should perform an exsorscism on that heathen!
In fact, when I get that feelin, I need sexual heelin...baby...ooh yeah. Want me to heal you right now you dirty little girl. LOL just kidding. The correct answer is My wife is the better person. That's because she is the woman, queen of the castle, and my life is but to serve her! Love You....

They can be both be the better person, the person that follows the 10 commandments to the letter and does not break any, can be a better person only they are aware that have to bend their beliefs to fit the people and not to be hypocrites, the Pharisees in the Holy Bible. The sinner can be a better person only if they follow God and Jesus Christ and love their fellow man and confess his faith of love from his belief in God and Jesus Christ.

I believe the person who is tempted to do wrong but chooses not to is the better person. This is the reason that god created evil and it is why human beings are capable of being a better creation than even angels who are free of the desire to sin.

they are both equally good people but for different reasons

the one who follows the comandments but does no wrong .. is great .. being a genuinly nice person

the one who has bad thoughts but follows the comandments ... wonderful .. he is able to overcome those thoughts and not act on them ... that has to be praised

Interesting question. It's similar to the Biblical story of Cain and Abel. Both brought sacrifices to God, but Cain's was not accepted and Abel's was. Why? Well, God saw into the heart's of both men and saw that Cain didn't bring a sacrifice from his heart and so his was rejected. Cain's true nature showed up as after he killed his brother. So, good question. But I'll leave it up to God to decide this one.
