Is the rash limited to certain areas or is on the complete body? Is it itchy? Does the rash comes and goes and is it associated with wheels? Is there any associated fever, headache, muscle pains, backache, etc?
If it were a flea bite, it would remain localized to certain part of the body. If it is a food allergy, the rash would appear over the complete body and would make its appearance after your grandchild has had the offending food that causes allergy. The rash in this case would have associated wheels and would be slightly raised from the skin (and can be felt and discerned easily). These spots will be of varying sizes and some may coalesce together to give a very big raised spot. Itching would be present and the spots would be slightly red in colour. There are many other causes of allergic rash and many a times the cause remains unknown. Sometimes a simple problem like intestinal worms may also cause this type of rash.
Scabies can result in rash and itching, especially at bed time. If you can see pin point blackish spots in between the fingers, on the wrists, around elbows, abdomen and thigh, it probably could be scabies then.

I think it might be scabies - kind like fleas you can't see. Has he benn around rabbits, or any other small animals? You should be able to get a cream from the doc.
Here are the symptoms:
If you have scabies, you will likely have itching and irritated skin that gets worse until the mites are killed.
Itching usually starts first. It often becomes noticeable at night or after bathing and is sometimes mistaken for dry skin. Itching is caused by an allergic reaction to the scabies mite. Sometimes the itching is very intense, especially in small children and older adults.
Irritated skin often appears as a rash and skin sores that look like tiny curving tracks. These symptoms are a result of the mite tunneling under the upper layers of the skin. Sometimes you can see a small blister or the mite itself, which looks like a tiny black dot, at the end of a burrow. The tracks may be difficult to see after you scratch the area. Babies may only have red and inflamed skin, sometimes with small blisterlike sores.

I hate to alarm you; but it is more possible that it is from green vegetables that have not been cooked. This sort of rash is seen often in China. It looks like insect bites and was actually from the vegetables. The medication here is stomattis spray; it rids the toxins that are naturally in leafy vegetables. The other factor will be the first diagnosis, flea bites or sand gnats.

try caladryl lotion for relief. Also have him wear sunscrene. It could be from the sun if its on exposed areas. use a mild soap, not an antibacterial soap as this will irritate the rash and dry the skin. Try an oatmeal soap or a glycerin soap you can get at any store(Fred Meyer) Look at allergies to laundry detergents or even food.
