I attended a 50th anniversary celebration a few months ago & the family had gotten together; collected photos; & other memorabilia from the parents lives & had it made up into an AWESOME scrapbook that was then put into a box. apparently the family members had to be a bit sneaky to get some of the items they wanted. - the couple was about the same age as your in-laws
50th anniversay is GOLD - someone said it was - silver ; that is 25years

When people reach that age, they usually don't want any more "stuff". So, give them something consumable.
Depending on your budget:
Maybe give them a night out on the town together, pay for their choice of dinner and a show or whatever they want to do.
Maybe even give them a cruise or a trip somewhere else, like to visit grandkids.. (Obviously very spendy)
Maybe give them a coupon book good for some chores that you do, like cleaning or laundry.
Or, give them the gift of a maid service for a year.
Be creative! Think outside the box. They'll appreciate service type gifts much better than something else to store and decide who gets it when they move to a retirement home or die.

Find out if anybody is throwing them an anniversary party. If not, start working on the plans and enlist other family members to help in various ways. That was the best gift my grandparents said that they ever received. They got to see family and friends that they hadn't seen in years, and the moment was all abou them. It should not cost much, if enough people help out and you keep it simple.

Try to find a photo of them in their younger years together, and have a recent photo now, and get them a really nice matching frame to put them in. You can do some really neat things with pictures now a days at Wal-mart photo labs, get them nice silver frames to put them in.
