is it the french spelling
it is because the pronunciation is NO--WELL
It to make the e sound
because in french the e is not pronounce in certain word or should I say BTW certain letter so the .. is to insure that it is pronouce correctly

Not sure about the spelling but it is an umlaut. (oomlowt is the pronunciation).
