No it is not open it has not been open since the Vietnam war. But there are legal ways to cross and I would use all the legal ways that I can find. For if you are caught out there trying to cross in an illegal manner your family may never find your body.Also there are still some vicious fighting going on up there between the war lords that are in control up there....................... Be smart and stay safe.

Going from Thailand to laos is easy, you can buy a visa at a Laos embassy or at the border when you go. Last time I went it was $35. So as long as you dont try to swim across the river you'll be fine.

Most of travelers go here on their way to or from Laos but it is pleasant enough on its own and the surroundings are beautiful.
Border crossing ? The border is open daily from 8 to 17:30. The 2mn ferry ride cost B20

Yes. It has been open for quite some time and I believe you can obtain a visa on arrival at Houaixay but best check that with your local Lao Embassy or Consulate.
