3 Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition;

So before Jesus will come again, there is to be a falling away, (an apostacy?) when is this supposed to take place, or has it already?
and does ACTS chp. 3:21 have anything to do with it???

The falling away took place already.
2 Thessalonians 2:7 states the falling away was already at work at the time of penning that letter.
During the second century, the Christianity set-up by Jesus was being corrupted.
That corruption led to the establishment of the Catholic Church.
They introduced a clergy / laity distinction - a non-christian idea.
They accepted the trinity - a non christian idea.
Etc.
The illustration of Jesus at Matthew 13:24-30 is about this very process ....and his own explanation in verses 36 - 39
