UK: No, and it is a discipline offense to have keys for such use. When engaged on raids, a battering ram is authorised. In lock outs - a big boot is used. In car lock-outs, some tow-away units carry tools for gaining entry.

Police need a search warrant to open anyone's door, and I'm almost positive they don't carry skeleton keys. What's more, skeleton keys wouldn't open all doors anymore.

I know one who carried lock picks. Saw him pick a lock once with a paperclip (unfolded), rubberband, and a wad of paper. His mother was on the other side of the door stroked out.

no. hahahahahahhaah hahaahaha hahahaha. i actually called a police dept. for someone one time because they locked their keys in their car. they wouldn't even come out to jimmy it open. they said they don't do that anymore.
