Does anyone know where I could go to get an official copy of my birth certificate if I wasn't born on U.S. soil? I've been trying to figure it out by going through the state department's website, but it's been no help. I need to get a passport, but the "consolar report of birth" doesn't count as identification and my parents never recieved my actual birth certificate.

I was born in Saudi Arabia, so it's not as easy as writing to that country. I'm a U.S. citizen (my parents are both citizens of America), I just need to figure out what government entity I should contact so I can finally get my passport

There is a Royal Embassy in Washington DC. Get the phone number from your local telephone company. They will advise you on what you need in order to get your passport and you will need to contact what ever agency governs birth records and pay for a copy of your birth records. Hopefully , they will have the info at the Embassy on who can assist you here is a website consulardhahra@state.gov

Yes, of course. The form is the FS-240, Consular Report of Birth Abroad, and it IS your official birth certificate. If you'll look about 2/3 of the way down this page, it tells how to get a copy:

The FS-240 is proof of your US citizenship; but you also need proof of identity. See Item #3 here:

Contact the consulate where you were born, if your parents didn't file papers it might be difficult but if you are residing in the US, then you need to contact State Department with vital statistics...place of birth, etc....for confirmation of parentage.

you will need to get in touch with the municipality in the country that you were born in once you have that you can write to them and pay whatever fee they request and they will mail you certified copy, just id for my son few weeks ago you can go on line and search your city and they possibly have a web site
