It was used since long before the 1960's it just made a comeback during that time. It may have come over from England where police were referred to a Rozzers and Rashers muddled forms or derivatives of chazer the Hebrew word for pig, I believe it just evolved over time.

Me being a child of the 40's the first time I remember hearing it was in the 60's while attending my first war protest. Here come the pigs, I didn't know what to think until I got hit with that damn stick. I was just there for the chicks.

Maybe from Animal Farm. The pigs got some power on the farm and eventually starting abusing it. Just a wild guess to be honest.
