God didnt tell anyone so we dont know.
I heard a theory that Lucifer objected to the creation of human beings and told God that we would let him down and never love Him as much as the angels did.
God said OK; 'Not only do I believe that humans can love well and freely choose to do so but I believe that even if you do your worst to stop it happening, it will still be true'
So God allowed Lucifer to tempt us. Lucifer is not evil. Only human beings hate, kill, abuse and hurt each other. Lucifer has no power over us, just whispers, as He did to Jesus in the desert. Just as He did, we too can say, 'get thee behind me saten'

Lucifer was orginally one of the archangels along with Micheal and Gabriel.
After hearing of God's intention to create man Lucifer became jealous and held a rebellion trying to overthrow God.
However, God's side won and cast Lucifer out of heaven.
Lucifer's hatred of man is through is own jealously and every "negative" aspect of mans personality.
Dont see me as being religious, i just enjoy this aspect of religions (as they all seem to have a similar story.
This is "documented" in revelations in the Bible and retold in John Milton's Paradise Lost and Regained. Though from a scientific point of view since both documents where in fact written by man then they can not been taken as fact. Waa hey science prevails

He merely banished him from heaven. Bear in mind that the people writing the bible were unaware that the universe was so big - they thought it was only a few miles across, hence the belief that it would be possible to build a tower which reached heaven, so they thought that "out of heaven" automatically meant "on the earth". I don't think that you should assume that he is only active on the earth.

If you mean Satan, it's because Satan is temporarily the ruler of this world (1 JOHN 5:19) but in a short while he will be imprisoned for a thousand years (REV 20:2)

God didnt send Lucifer, we made him up so that we could blame someone for all the bad Sh*t that goes on. Would be pointless us saying, 'Jeez i wonder what the Pesky Lucifer is up to on the other side of the universe' cos then we would have to blame God for all the bad things, duh!

I think God wants all the good souls to join him and to destory all evil. God is going to destroy the devil and all evil eventually. I think God wants good humans and ones that are not tempted by greed/lust etc. And because the human race cannot help itself but to sin God allows the existance of the devil because we are not perfect - not yet anyway.
Humans are born to sin - we can't help ourselves.
