Yes, as the timing is in-between meals. In particular, you might have the invitations specify something like "Hors D'oevres will be served at the reception, immediately following", just so that everyone is certain to know. However, I think that if I were going to a wedding at 2:00 in the afternoon, I wouldn't be expecting a full meal (honestly, I wouldn't want one, 'cause I already had lunch, and I'll have dinner later!).

I am having a Spring wedding and the reception is starting at 2:00. I am serving heavy figer foods. This is the menu I will be serving and its perfect for afternoon recpetions. The reception is after lunch time and over before dinner. A light meal is highly acceptable and the best choice I think. Here is the menu for my wedding.
Tomato Basil Crostini (2 pcs. per person)
Beef Taquitos (3 pcs. per person)
Assorted Finger Sandwiches
Fancy Deviled Eggs (2 pcs. per person)
Vegetable Crudites with Ranch Dressing

I don't see any problem with that. You're having the reception at a time when people wouldn't expect to be fed a full meal anyway. If that's what you want, then go for it! :) My reception is probably going to be just like yours... I think it'll still be fun for everyone and A LOT less expensive than hiring a caterer for an entire meal.

Finger foods are highly appropriate for an afternoon wedding... (they also make clean-up 100% easier...
I advise avoiding greasy foods/ hot foods such as chicken fingers, or cheese sticks... As guests will be in constant need of napkins and cooking finger foods is as labor intensive as a meal.. Stick to finger sandwiches, cold cuts and rolls, vegetable platters and dip (make it think dip to avoid spills), crackers, as well as pretzels and nuts (with sugary cake something salty is always welcome)
A very popular and easily made punch is "frappea" blend together a 2 liter bottle of sprite(don't refridgerate) and 1/2 gallon of a fruit sherbet ice cream (pine-apple, peach, lime, or raspberry recommended they are lighter in color and look nice on a serving table with any decor) .... place in a punch bowl guests will go nuts for it and it's not as sweet as traditional punch so it goes well with cake...

I guess it's ok, but it is slightly odd. Just make sure the "finger foods" are more along the lines of hors d'oeuvres instead of "finger foods". It would be tacky and insulting to ask people to give up their day to come and witness you getting married and then only be treated to veggie sticks, fried mozzarella, and frozen mini-quiches. Remember that they are your guests first and to treat them like such and all should be ok. : )

You dont have to feed them I think it is a little untraditional but there is no reason you must do it that way. I have seen dessert only receptions and breafast receptions as long as you're having fun!

most people show up to a reading figering that they will get feed make sure you but something on the invites like cake,punch,and h'doveuars will be served so that people know to eat something.

Yes, just make sure there is PLENTY to eat. Don't be surprised if guests leave around dinnertime.
