I think you meant voltage-to-frequency convertor. I've attached references to schematics.
If you really did mean "time to frequency counter," then you're describing either a chirp generator (a circuit that produces a tone that increases in frequency over time) used to test audio equipment, for example, a frequency counter (a machine that counts the number of cycles over a specific time frame), used to measure frequency, or a time duration to frequency convertor (a circuit that measures the width of a pulse and generates a proportional frequency - I have no idea why you might want one of these).
