My daughter used to have the same problem Her father and I would be pulling out our hair and screaming about it constantly. We worked with teachers, we even had her assessed. They found nothing.
When she turned 14 last year, she had to go to summer school because of some classes that she had failed. During summer school she actually go to see what happens to kids who get left behind, I think it scared her. She brought home A's and B's from Summer school.
This year she is excited about school and handing in her assignments the way she is supposed to. It was a complete turn around.
When she decided to take it seriously, things changed. I think your son sounds like the same kind of kid.
Keep trying to reinforce that he is capable of doing the work. Don't give up on him. I know that its hard. Try to make sure that he goes to summer schoool even if he protests. But it helps build their confidence for the coming year.
So, no I don't think he is has a learning disorder. But have him evaluated just in case.
Laziness is the wrong word. Maybe he has confidence issues.... check into that.
Especially if he has had issues before. He might feel that its normal to have a difficult time.

My son gets lazy in that way.He use to do it a lot.But, since I started grounding him for not doing little things around the house that I always had to remind him to do, such as brushing his teeth, getting up out of bed in the morning on his own, putting dirty dishes in the dishwasher etc. He got with the program. I took away the 2 things he loves in the world - fishing and skateboarding! Its astonishing how how he transformed into a thoughtful get with the program kinda kid. My sons 11, you better nip it in the bud.

I actually used to have the same problem and it stopped when I got to high school for some reason.
I was always late turning in papers and I had them done, just never turned them in. After my parents gave me a huge lecture and high school started - I got motivated to get mystuff turned in on time.
Just talk tohim - get him organized and stress the importance of turning things in on time and how its a waste of points if he turns them in late. Help him out...

...i used to be like that when it came to schooling...my parents were tough on me about this... but still i continued to do this..by my senior year i decided to go to college but it was too late so i had to spend another year after high school to get into first year university... i do regret wasting my time in high school...you can be tough on him/her...but they have to realise it for themselves..try being positive towards their future career...inspire them to do great things career wise coz maybe he/she may think that they are below a good career...as if they think that they are not go enough to become a eg: lawyer etc..still be tough on him/her about their work...make them feel bad and act as if u are disappointed...it worked for me now im at one of the leading schools in Australia studying marketing and business law...also maybe he/she may think that they are not smart..so get a tutor that may help.

My son had the same problem. He had ADD, though, and his counselor worked with him on remembering to turn in his assignments.
