Yes. Just like, you can't claim to be Wise if you only have Knowledge of the situation or thing you are claiming wisdom on. Anyone can read something in a book or hear someone else talk about it and Know it is right... but it's useless unless you do something with it.

Action without awareness is blind. Awareness without action is paralysis. The awakened mind is both still and active in the world. No distinction.

Awareness without action is useless. If you are aware that someone needs help and you do nothing about it, then your knowing is useless.
