Mylar film is very reflctive. It can be bent into any shape too so you can make any size and shape mirror you need out of it.

I would think that you could take one of those old satellite dishes that no one uses any more... you know the big 8 foot diameter ones, and glue small pieces of mirror onto it. If you uses mirror pieces about 2 inches square and covered the dish, I would bet that you could vaporize snowballs instantly.
