It is not really in Qur'an. This law again is taken from Old Testament. This might become the practice of Arabs after Abraham and they must be doing it before Prophet Muhammad (PBUH). Qur'an never say to have circumcision I get circumcise as a child would have not done it if reached to the knowledge which I have now.
Female circumcision is practised in Africa which is traditional nothhing to do with Islam.

Circumcision is circumcision there's no Sunni or Shiite.
and Yes ALL Muslims are circumcised.

indeed it is. it is obligatory for all sons of Abraham through Isaac and Ishmael to circumcise. jews do circumcise, but this practise was abolished by the christians perhaps to show their ill feelings and demarcation from the jews. muslims follow it very religiously, although it shows them united with jews in this regard.
