The speech is rated a 10 for the fact he knows we must rid the world of terrorist.
Now for the speech in its' entirety, it was a llot of bull talk that was basically telling us something we already know.

he sucks as a person and as a president. I don't think he has ever given a speech where he didn't mispronounce or make up words. he is always a 0
