Oh poor thing.....bless him. I agree, you should get a second opinion, your as good as his mother so of course you are going to worry about him. Put your mind at rest, go see another vet if possible.

Por old chap! Here is what may help, 3 remedies,
the make is Solgar for all of them, you can buy over the internet.
1. Optein Wellness Beverage, this is to condition him in general, for his tender old age. He would benefit from about a half of a small spoonful per day, mixed in with his food. (Start with a small amount, until he gets used to it, he may like it, it is vanilla cream flavour!)
2. Milk Thistle Vegetable Capsule, 1/2 every other day before food
3. Chelated Magnesium tablets 1/2 every day after food
This will improve his overall condition, and the swellings should subside as part of it. Please give this for 5 weeks, then it should be reviewed.
With older doggies, it will take a little while before you see an improvement, but I would expect there to be some encouraging signs in about 2 weeks.
I have a doggy who was given 3 years ago three months to live by the vet and now at 16, is in perfect condition for her age. There is nothing more adorable that a dog we had for a lifetime.

We did have a neuter on an older small dog that didn't go so well. The red rocket would come out and swell and he couldn't get it back in. Okay and this is why I felt so bad for the foster on this one. She had to put Vaseline on it so it would stay moist and not dry out.
With the pain associated I would get him to the vet next time it happens. You apparently didn't want him neutered and waited till it was life threatening. The fear many have is they don't want him "castrated" You have the blood flow cut off (being purple) long enough he will lose his penis. I find it hard to believe the vet isn't concerned with the pain or being purple.
I can be very non chalant about several animal issues but there is something internal going on and it needs to be addressed

It's completely normal for a dog to get "happy" and their penis to swell. If they get really "happy" it does take a while for the swelling to go down and be back to normal. If it's like an hour or two and it's the same then I would go to a vet. But, you have to understand that their penis swells when they get "happy" and it can't go back in til it un-swells. Which can take a while. The swelling is what causes a male and female dog to be "stuck together" and if you have ever noticed they do stay stuck together for a while until the swelling goes down. Like I said if it doesn't go down after a long while then consult your vet, but I'm sure it will.

See another vet today, I know you don't want him in pain any longer than necessary. He is quite old and it could be any number of thing's going on. And no, in my years of animal rescue and dealing with my own very old Dog's, I haven't seen this problem before.You sound like you're trying really hard to do the right thing for him, keep it up. I wish there were more people like you out there. Good luck.

I think you are right to be worried as it is obviously causing the dog distress. Maybe it's the medication he is taking for his other problems. I would go back to the vet, see a different one if you can and tell them you are not happy and want something done.

Dogs don't usually get to the ripe old age of 17. If the Vet says no big deal I am guessing it is no big deal. If he cries r howls then he is in pain but otherwise he may just be horny.

Maybe his urinary tract is infected and blocked. After he urinates, he blockage was cleared. You say it happens after a walk, so maybe he's allergic to sth in the environment which causes swelling.

If it is bothering you, maybe you should consult another vet just for your peace of mind. I've never encountered this problem, but my 14 year old dog is a female.
