My age is 29 years and i am working as a Lecturer in a Government Institution for the last two years.
Is it possible that i got admission in a reputed foreign university likeky in UK or USA on a Foreign Scholarship for Phd.
I want sources from where i can access to these scholarships independantly

There are two likely sources of scholarships. One is if your own government sponsors students to study abroad. Check with your Ministry of Education. The other is that, at least in the U.S., most students are accepted to Ph.D. programs with a stipend for the first year, followed by teaching and research assistantships for ensuing years. Therefore, you need to apply to the schools to which you are interested in going and, if you are accepted, you will know about the financial arrangement as well. Very few independent scholarships, if any, exist for Ph.D. students.

u need to apply for and get a scholarship from the Pakistani government etc., and then u can apply to do a PhD at a UK university. usually scholarships given are to UK and EU students.

the British Chevening Scholarship, the USAID scholarship and many other scholarships are on offer..
