This is a poor community I visited in the THird World and I want to offer a cheap solution for the sake of the people living there.

If this is a fly ash sludge i have heard that it can be added to concrete. The link below is informative

Without know what the exact nature of the waste is it is hard to recommend what you can do with it.

There some recovery techniques that work well .
One is with a steam boiler to heat a huge vat of water and as the oil heats up u can skim it off .
One of the older technique is to set it on fire and burn it,some of the environmentalist wound disagree but they think that it increases the CO2 level but our plants like CO2 and they convert it to oxygeon.
