Fatwa literally means: an opinion. Generally, it means an opinion to which an answer is sought

if issued by a qualified religious cleric, it becomes a binding resolution to the person to follow through with the fatwa.

what gave you the idea that a fatwa in itself is persecution? lol.

Sweetie, who told you it's "persecution"? How funny, fatwa means literally "an opinion". In Islamic terms Fatwa is a religious opinion issued by a trusted person who studied Islamic laws throughly, and based his/her opinions upon them.
