Why do some numbers in London start with 0207 and others with 0208?

Princess Nico got it more or less correct. The 'Greater London' area is so densely populated that the numbers had to be split to multiply the options and remain future-proof. Most of the 0207 numbers are either City or West End. Others are 0208 while the suburbs all have their own individual area codes.

0207 is for numbers in central london!
0208 is for london numbers that are on the outskirts of london!

i think 0207 is central london and 0208 is the outskirts and suburbs
