It's not the importance of the person, it's the motive for the murder. If Jackie Kennedy had slipped poison in John Kennedy's cup of coffee, because she wanted to marry the janitor, it would be murder. If someone killed the janitor to make a political or moral point, would be an assassination.

John Allen Muhammad and Lee Boyd Malvo were referred to as assassins during their killing spree in 2003, and they killed ordinary, average persons, thus anyone can be assassinated.
While in a legal sense there are different "degrees" of murder, an assassination is the pre-meditated targeting of an individual for murder, even if it is a random killing. Therefore all assassinations are a form of murder, but not all murders fall into the category of assassination.

Assassination implies a planned murder for a cause or reason, rather than just a random murder. For example, if someone was killed to prevent them from doing something. They don't necessarily have to be importent.

I believe that it is an assassination when it is a public figure or official of some kind, elected, religious, celebrity, etc. The rest of us just get murdered.

I don't think it depends on how important they are. I think assasinate means someone has paid someone else to kill that person. assassin is like another word for hitman i think
