I am assume you are measuring your penis while erect. If so, then your penis is shorter than average. By your age, your penis is pretty much as big as it's going to get. There is a small chance that a late growth spurt will result in some added length, but this is highly unlikely. Sorry to have to tell you. You're well below average length.
However, I went through a period when I was younger of asking girls about length and such, and from what I got, most girls think that 4 inches is kind of the minimum tolerable length. If it is shorter than 4 inches, they will feel frustrated and might have some difficulty getting pleasure, and the number of pleasurable positions for them is limited. So what I am saying is that according to my personal knowledge, you are a guy with a small penis, but you do meet the minimum requirements!
Overall, you have to accept that you are small, but you are good to go for having a happy healthy sex life. There are some women out there who would reject you on the basis of your size, but not many. Don't whip out your dick on the first date. If your dick is the only thing she has to judge you by, she might be disappointed and go elsewhere, But if you give her some time to like you and get attached to you, she'll more than likely stay and love you all the same. And more important than size is general performance ability. Get good with your tongue, use toys, learn to enjoy foreplay, and learn to be able to get it up when you want and to be able to last as long as you want before having an orgasm yourself. If you can do these things, you will be a better lover than most men with big *****, and you will have no problems finding and keeping girlfriends. Be an overall good guy. Treat women with romance, make them feel special, and learn to use the tool you have, and you can still be a casanova with a small penis.

Wow, so many guys always ask this Q.
Take heed at what the others have answered, if u r str8t, generally speaking, girls find larger penises difficult to accomodate. This is the general consensus, although some girls may disagree.
For your own sense of self-esteem, there is no 'normal,' here, any more than a normal nose, hair colour, weight, eye colour.

even if erect i think it is normal. don't worry, most girls prefer smaller to bigger. bigger ones hurt girls.
