Sounds more like my coloring (I used to be very tan but not anymore since I had kids).
I like using blue mascara and I've gotten lots of compliments on it. But, I would suggest actually dark brown mascara, or a soft black.
Use eyeliner that is charcoal color, dark mauve, dark brown, green or purple.
Eye shadow should be put on in three parts:
1. white or pale color over the entire lid from directly under the eye-brow down to the line of the eyelashes and just outside the outer edge of the eye itself.
2. a medium color to accentuate the color of your eyes or clothing to be put right onto your eye lid and up just a bit above that. You can either just leave it on the eye lid, or put it on eye lid and into the crease of the eye lid, or even just a little above that as well.
3. a darker shading color to emphasize the shape and contours of your eyes. Put this in the crease of your eye lid and out just past your eye and into the corner of your eyes on the outside, like crooked onto your eye lid just on the outside corner of it.
Mauves and plums are very good colors for people with our coloring for blush and lips and even eye shadow.
If you put anything on your face, DON'T cake on the foundation! It's so gross! Just use a light powder or light liquid powder foundation (if you choose to use one; I don't) and dab a spot on your forehead, onto your upper cheeks, on your chin and on your nose, then blend into your skin using tiny circular motions with your middle and ring fingers, or ring and pinky fingers.
Put on your choice of lipstick and dab off with TP or something and then apply lip gloss. This keeps the color on longer, makes your lips really shiny, and keeps them soft and smooth!
Oh, do your eyes last! :)

If you use any kind of eye liner use a khaki khol pencil or a shortish, thin brush, wet it with a bit of spit and use a khaki eyeshadow as a smudgy eye liner on the outer corners of your upper lids. Don't "draw" on one hard thick line, draw on feathrey light lines until you've applied as much as you need, preferably in day light. Careful not to do it too dark if you line your lower lids as this may look a little harsh with you being pale and if you've never really worn make up. Go for a tinted moisuriser, I've used Nivia for years and love it. a pinky blusher should be good, avoid orangy tones as I think it might look a bit "eighties" on you if you have hazel eyes and will just get lost with the orangey tones of your hazel eyes, whereas the pink will compliment and look like a natural flush/blush and should bring out the colour of your eyes.
As for mascara I'd recommend Clinique naturally glossy mascara in black. It applies really nicely, never cloggs and is a true black rather than a dark charcoal which I find a lot of blacks actually are. With you being pale people may recommend you use adark brown mascara, however this mascara goes on nice and thinly and you can build up the layers if you want. Good luck!!

hiya x im 15 and the same colouring as you :) my hair is almost black (natural tho lol) and i have pale freckly skin.....i dont get spots tht often, and have stopped wearing foundation for a while :) i get lotsa compliments because my skin glows without make up caked on.....my advice is to buy a tinted mosturiser a few shades darker than your skin....as this doesnt give u much coverage over spots nd that get a concealer aswell if u do get blemishes. for your eyes...wear a dark brown to black eyeliner and put more pressure on the eyeliner at the outer corner of your eyes and less as you go to the inner corners....wear natural colours on your eyes...browns and peaches ;) blusher wise..wear a goldish red....not too red tho! more like a bronzer and brush upwards over your cheekbones :) there u'll look beautiful hehe x

Why don't you go to a department store and get a free makeover from one of the big name brands? The women there (although highly over-made up) are trained to know what suits an individual's colouring and they should give you tips on how to apply it.
Personally, I'd go for sludgy green eyeshadow with your colouring (which sounds the same as mine) to really bring out the green in your eyes. But you can also get away with soft browns and pinky tones.

while we are supposed to stay with our own skin tones, sometimes, those tones are too pale and adding more of the same with foundation, simply doesn't look right. Here is the answer.
Warm up your skin with a tinted moisturizer topped with a hint of coppery gold blush dusted all over your face with a concentration on your cheekbones and chin. When changing the skin tones, think about where the sun hits the face.

Lavender eye shadow & plum eye liner- it will look great every time.Dont line the bottom of the eye for wide eyed look. It just makes a green eye so gorgeous. Folks won't be able to take their eyes off you!

Body Shop do a great little pot of 4 eye shadows, (shimmer cube) and the browns set is fab, goes with any colouring and has a little shimmer, I can send you a brochure if you would like it sent direct to you?
Or just go in store, they can give you a makeover for free as you can get a body shop at home party for fre!

Bright red lippy, brilliant blue eyeshadow with heavy eye-liner and mascara, lotsa blush and pancake foundation an inch thick. Seems popular round Basingstoke anyway. Don't forget to scrape your hair up like a tourniquet nice and tight and wear a fetching shell-suit.

Choose the correct foundation. U may want to ask the Beauty Consultant at the counter for the foundation that suits your skin type and tone.
If you want to apply natural makeup, u may want to apply eyeliner thinly, closer to your eyelashes. Then apply two to three coats of mascara. Lastly, finish off with a little bit of blusher.

wear foundation thats close to your own skin tone, preferably not orange-tantastic stuff and wear browns on your eyes to give a sultry look and greens to emphasise the "green-ness" off your eyes, and blues to give a subtle and casual look.
