My Indian company is not willing to reliving me , asking me to complete a 18 months contract which has been singned after joining company in India (not mentioned in Offer leter/Appointment letter), Now 16 months is over and I have given 1 month notice as mentioned in Appointment later. Now company asking me to complete 18 months. Company has office in Singapore with different name. So it is valid contract and how to break it, althogh as per contract can be broke after paying 200000 INR. Althogh company has given me recently award, hope they will not terminate me.
Please advice.

Where/whoem can I contact for such issue.

my suggestion is for you to contact the MOM- ministry of manpower

it'll be better for you to go there personally & make enquiries.

File a labor case against the Indian company in Singapore.

What you wrote is badly written and don't really understand but from what I gathere doesn't sound like a major issue, so I think you should just let it go. Stick with the job and then find a new on later. Better to have a job than not have one at all.

You could try some legal places . Such as the citizens advice bureau?

You need to contact a solicitor who deals not only in employment law but also international law.
