I think you can look most sexy when you are dressed as simply as you can be but you have confidence in yourself so you look like you are wearing the clothes not the clothes wearing you(so to speak). I feel most sexy if i wear baggy/cargo trousers(pants, if you're american) a simple plain tight, white t-shirt, flip-flops and sunglasses and if you are comfortable in yourself it will reflect on how you come across to everyone else that see's you. Skinny jeans and bright colour pumps with a simple t-shirt are good too.

A cap sleeve can look as sexy as sleeveless. I like the girl next door look - not trashy vamp. the slutlook as I call it - ruins ones reputation as well. That's not so easily changed with a piece of clothing in the next season.
Be true to yourself & not a slave/***** to what "fashion" dictates.
Leave them wanting more instead of leaving nothing to the imagination.
Well fitting jeans with heels & a scoop neck tee can be as sexy as muffin tops & whale tales.
Wear jewelry that is dangling to focus on a lovely neck -you know hair up with long earrings or a necklace that swings where most girls are endowed. Even strappy sandals can be sexy.

Being sexy isn't about wearing a short skirt that barely covers your butt, or flashing too much skin/boobs.
It's all about how you feel about yourself on the inside. If you're comfortable with who you are, as a person, it'll shine through - even if you're wearing a potato sack!
Sexy is confidence, and confidence is sexy - whether you're a size 0, or a plus size. It's knowing who you are and owning it!

Basic rule: If you're going with a skimpy top, keep your legs covered. If you're going with a short skirt, you need long sleeves and not too much cleavage showing. It's all about balance. Same goes for make-up - glam up your eyes and leave your lips nearly nude, or go for full-on liips and more subtle eye make-up.
You say you can't do sleeveless - what about backless? All the guys I know consider that to be verrry sexy (just ask Justin Timberlake!)

As far as dressing is concerned, try wearing deep cut outfits, in sleeveless, try strips on the shoulders. Apart from clothings, u can look sexy with your gestures and the expressions of your eyes. Try it out.

Paint your toenails. Wear cute sandals with a toe ring. Wear your hair up, but make it messy and have a few strands hanging down to frame your face. Work out your upper arms. Sculpted arms are hot on women. I never thought so until I worked at a lumber mill, and a lot of guys complimented my arms!

Wear something that FITS your body type: hugs you where you want to be seen, drapes you where you want to camouflage. You can try luxurious fabrics like silk, satin, or lace-- all of which cover yet flow, look sexy, and most importantly FEEL sexy. Wear a vibrant color! (Of course paired with neutrals so it's not overdone). And there's always something to be said for a fierce pair of heels.

1. Dress the color which you'll best suit with fully decked up with bangles, kajol, bindi a matching ear drops not too jazzy.
2. Sari with a modern looking blouse to match, wear it properly, will carry yourself with a class look.

you should dress in your own style.you can wear black clothes like an outfit with a single chained neacklace.it wud look too sexy!
