The signs are different in the sense, the Sun resides in one house of the natal chart for one month. So the persons taking birth in this one month period will have same Sun sign. This is what genelally adopted in Western countries.
But in India Moon sign is preferred. Because the moon resides in one house for not more than two and a half days. So person taking birth in these two and a half days duration will have same moon sign.
