Like in state funded colleges; yes. Along with the other languages offered like Japanese, Chinese, Latin, Hebrew, Greek Russian and the romantic languages of European countries.
We live in a global economy becoming more and more global every year. The more languages one can speak the more valuable they are to an employer.
It also seems to me, no figures to back it up, just a gut feeling, that all the other industrialized countries population under 40 speak at least two languages.

The only reason I can see teaching arabic in our American schools is so when a terrorist speaks we will know what he is speaking about. Otherwise I say just kill all the ji-heads and do it now! There will be no reason to teach - or learn - arabic.
