Its the upper tounge's surface that has thousands of tastebuds that makes it rough. If it has hair, then it would prevent all food that is chewed being sent down to stomach. This will cause rotten food particles in mouth and that leads to Bad Breath, infections.

FUngiform and fulliform papillaes resembles like hairs.
