The first site linked below describes a reference tone as: (1000 Hz, -20 dB).

I had a problem with audio syncing with the video in producing my videos a few years back, but the problem was fixed by outputting to a computer file first and then dumping to video. I couldn't go from my editor's output module directly to tape. Now on DVD, it seems to work fine.

I assume you are talking about a PC video editor with home movie camcorder sources.
