Yea, it's Swedish and it actually means "to make food" or "to prepare food", it can also mean "to cook food", but basically it can be any kind of action in order to make any kind of food, for example cooking, boiling an egg or making a sandwitch.

And a tiny correction to that previous answer, if you want to say that you are going to make food, it's "Jag ska laga mat." (without the r).

Googled it and worked through 15 pages of links ... whew! Looked to me like you were right about Swedish and seemed to me it might be about cooking from all the references to cheese and things like that. Finally found an English site with the following Swedish/English lesson:
Han lagar mat. Han står och lagar mat.
He cooks food. He stands and cooks food.
Looks like it is Swedish and means "to cook food."

It means "cooks food". Han lagar mat = he cooks food. Jag ska lagar mat = I am going to go cook food.
