I want to look heavily made up!

Lots of liquid foundation, in a colour that doesn't match your skin (not white though, or you could look like a Goth), so it looks all shiny - leave a clear "tide mark" under your jaw bone. Loads of thick black eyeliner. Shiny pink lipstick (not red, same reason). Thick black mascara - try to make it look conspicuously lumpy. As a finishing touch, brush bronzer on cheeks (looks more made up than blusher). Should look a sight!

well i think that if you want to wear heavey make up u have o look at your skin and really relate..if you have a very lite pale skin color then you should go 4 sosmething outragis like a hot pibk or a lime green or something bright because it will look more heavey and if you have a tabber look then go for a dark blue and it well make the same concept and if you are a dark sin girl wear a natural coor that will bring out your eyes and make it look beautiful!!
