You would first need an adapter to capture the video and audio. There are many ways to do this from a simple usb dongle video capture device to a tv tuner card with capture inputs. Then its merely a matter of playing the movie and recording it on your pc. Without going into detail, there are different capture modes also. DVD, VCD, etc.. It takes some time to decide what your particular preferences are. Lastly, you can use a DVD burner to burn your captured videos to.

I would suggest getting a dvd recorder from local electronics store... connect everything as it shoule be, then play the tape, and press record on the dvd recoder.
