If it's going to happen in China it's the natural place to go. In the1920's Shanghai was at the forefront of Chinese business dealings with the West and encouraged trade and trade expansion. They saw opportunities for the whole of China if they embraced some (not all) of Western business practice. The same thing happened in the early 1980's sadly that was short lived.
