I can start by giving you some pointers. First of all, the word "I" is always capitalized as is the word "English". Secondly, the first word of any sentence is capitalized. Thirdly, the correct wording of the last sentence should be "Can anybody help me?" And lastly, correct spelling goes along with grammar. Did you notice the spelling? It is "grammar", not "grammer".

call the community colleges in the city where you live and ask to speak to the head of the English department. Ask the departmenet if it is possible to get someone to tutor in Grammar? If not, maybe they can recommend someone for you.

"Anybody can help me" is a statement meaning that either you'll accept help from any person, or any person would be able to help you.

"Can anybody help me?" is a request for help. It's in the form of a question: if there is a helping-verb (modal) in the statement--can, may, might, will--you form a question by moving the helping-verb to the front.
