I love this question becasue I am an American living here in Cebu.
The answer is NOOOOOO! The form of government is not even close to the real problems that exist here. Let me sum it up this way.
1. Corruption at every level of government, from the school crossing guards to the highest governt offical.
2. Lazyness and lack of disipline (coupled with a lack of hope or focus)
3. Poor education about life in general (1000s of schools for nursing but noone ever taught not to throw trash on the street)
4. Inability of workers to stand up for basic worker rights(quiet becasue they fear loosing thier jobs.)
5. Forigien investors comeing here and doing whatever they want to make slave workers, bribes, illegal logging, fishing, importing, the list goes on.
6. The view of life that becoming a sucess mean finding someone to latch onto that is a sucess ( akin to winning the lottery is how most think is the only way to make it in life) They forgot that hard work and disipline is the key.

The people accepting P100 to vote for him told him its ok to be corrupt! So I don't blame the man running for office I blame the people for letting it happen and accepting the money.

Finally.... it must sound that I do not like the Philippino people.... WRONG.. I love them that is why I want to point out what they could do better. And I do not mean become Americans..(we have our faults too) but for the love of god ! this country is insane!

It doesn't matter. Presidential or Parliamentary, if the people keep voting for the same corrupt politicians, format change isn't necessary.

Corruption runs rampant in the Philippines. You can bribe a cop to get away from anything. The priests have children and the president isn't accountable for cheating.

They should forget democracy and go back to a dictatorship... and perhaps turn the country into another Island of Communists.

the answer is no. Please don't slander the Philippine people... they have so much trouble put it short... their problem is so obvious... it's like mouth cancer in its severe stages. They are hard working honest people but they could do so much more. They are so warm and helpful that they have the most purest hearts of GOLD. They treat you well, they like to help you but they have so much problems financially. I love those people with all my heart. THey just need to be economically stable and get something better or strive for something better. It's all going down hill everytime I visit yearly.
